Myanmar considers the Rohingyas illegal immigrants from neighbouring Bangladesh, whereas Bangladesh considers them Myanmar citizens.
With their home torched and parents dead, the two brothers were forced to flee with the other villagers, carrying nothing but their schoolbooks. They are now not a recognized ethnic group in Myanmar and therefore have not been granted citizenship. Recently Myanmar has initiated measures to induce them to leave the country.
Citing India's large population and its complex social, cultural and economic infrastructure, the Centre said that it would take a decision keeping in mind the larger interest of the nation along with other factors such as its natural resources, requirements of the country's population and the national security threat it may pose.
"Since then, rights monitors and fleeing Rohingyas said the army and Rakhine Buddhist vigilantes have mounted a campaign of arson aimed at driving out the Muslim population, leaving many villages in northern Rakhine empty".

Bangladesh already was housing some 500,000 Rohingya who fled earlier flashes of violence including anti-Muslim riots in 2012.
There have also been unconfirmed reports of land mines placed on paths that civilians have been using to escape to neighboring Bangladesh.
With Rohingya refugees still flooding across the border from Myanmar, those packed into camps and makeshift settlements in Bangladesh are desperate for scant basic resources and fights erupt over food and water. To add to their woes, India at first refused to take refugees. "They are illegal immigrants", he said. Local officials shouted through bullhorns for volunteers to coordinate their efforts with aid agencies to avoid spreading chaos. They share a common language and faith.
Communal tensions remain sky high across Rakhine where raids by Rohingya militants at the end of last month sparked a massive army crackdown and an unprecedented exodus of the Muslim group which the United Nations has called "ethnic cleansing". Myanmar denies that and has blamed Muslim insurgents for the violence. "Her speech also did not highlight the ethnic oppression and genocide of the Rohingya".
In a nationally televised speech on Tuesday, Myanmar leader Daw Aung San Suu Kyi vowed to punish the perpetrators of human rights violations in Rakhine, but did not address United Nations accusations of ethnic cleansing by the military.
A confidential report lists incidents to establish association between the Rohingyas and terrorist organisations in Pakistan and others global groups like Al-Qaida, according to DNA.
