In a court filing on Friday, federal prosecutors confirmed that Cohen was over his firm transactions rather than his private work, chiefly under legal investigation for decades.
The judge heard from a brand new attorney for Trump Hendon, that said the president needed "an attention&rdquo". Cohen has said he made the payment out of his own pocket and without Trump's knowledge or that of his company or former campaign.
The prosecutors noted Cohen had personally not turned over any documents to Robert Mueller's Special Counsel investigation.
Mr Cohen and Mr Davidson did not immediate respond to requests for comment.
Cohen's attorney said this week that the NY investigators and attorneys who have been working on the case were referred by Justice Department special counsel Robert Mueller, who is based in Washington, D.C.
They were seeking information on payments made by Cohen to porn star Stormy Daniels, who has said she had sex with Trump in 2006, a person familiar with the matter said.
The government's motion also reveals that prosecutors examined a safe-deposit box used by Cohen, carrying out the searches in part because they feared evidence might be destroyed if they had simply served him with a subpoena.
The filing came in response to Cohen's effort to block prosecutors from reviewing documents seized in searches of his home and office on Monday.
A Justice Department "filter team" should go ahead, prosecutors argue, in reviewing the evidence and determining which is protected under attorney-client privilege and which could be material in a potential future criminal case.

Stephen Ryan, a lawyer for Mr. Cohen, referred to his earlier description of the raid as "completely inappropriate and unnecessary".
But Cohen has presented no evidence that he was in Los Angeles at the time in question, and his claim that he's "never been to Prague" directly contradicts his previous public statements.
Harrison's assertion that Cohen's documents included privileged communications involving Cohen as both an attorney and a client did not, McKay argued, validate that claim.
Avenatti told reporters after the Friday morning hearing that he had no doubt the materials seized include documents concerning the negotiations with Daniels, which is the subject of a lawsuit filed by her against Cohen and Trump in Los Angeles.
