Lavrov added, however, that Russian Federation would, "of course... use the military and technical means to react to the threats created by" the USA pulling out of the INF.
"The United States has concluded that extraordinary events related to the subject matter of the Treaty arising from Russia's continued noncompliance have jeopardized the United States' supreme interests", the statement said. U.S. President Ronald Reagan described its elimination of an entire class of weapons as the realization of "an impossible vision", and Soviet leader Mikhail Gorbachev said it had "universal significance for mankind". The INF treaty banned all land-based missiles with ranges between 500 and 5,500km.
The Trump administration thinks the arms treaty was an unacceptable obstacle to more forcefully confronting not only Russian Federation but China.
In Congress, Democratic members of the House and Senate have introduced legislation to prevent the first use of nuclear weapons, prohibit the U.S. President from having sole authority to launch nuclear weapons first, to prevent deployment of Trump's new "low-yield" submarine-launched nuclear warhead, and refuse funding for development of intermediate-range missiles that were prohibited under the INF Treaty. The same document reports on the launch of the procedure of Washington's withdrawal from the Treaty. To that end, the USA developed and began to station a land-based nuclear missile in Europe that could provide a credible deterrence to prevent the Red Army from flowing across the Fulda Gap in an all-out ground invasion.
President Donald Trump vowed Tuesday that the United States would outspend Russian Federation on missiles without a fresh worldwide accord after he ditched a landmark Cold War treaty. But at this point, there are no prospects that Beijing will take part in such an arrangement. The US deployed similar missiles in response, in the 1980s, leading to negotiations that produced the INF treaty.
Federica Mogherini, the European Union's foreign affairs and security policy chief, had earlier called on the U.S. and Russian Federation to stick to the treaty.
Putin said Russian Federation will start work on creating new missiles, including hypersonic ones, and told ministers not to initiate disarmament talks with Washington, accusing the United States of being slow to respond to such moves. "China opposes the multilateralization of this (INF) treaty". Now, China and others such as Pakistan, India, and North Korea, are thought to have such capability-and they are not bound by the INF treaty.
The country's foreign minister Sergey Lavrov accused Washington of not providing a shred of evidence. Or talks with Russian Federation could produce a commitment to limit the ground-launched missile's deployment.
The U.S. finding is not based on a misunderstanding of this system.
As a ground-launched, mobile, intermediate-range cruise missile, the 9M729 system poses a direct threat to European and global security.
Shoigu said the country's new land-based intermediate-range missiles should also incorporate hypersonic technology - which allows missiles to travel at more than five times the speed of sound.
