Trump added, "I left very impressed ..."

Trump is expected to attend a fundraiser hosted by Chicago Cubs co-owner and Trump Victory Committee Finance Chairman Todd Ricketts at Trump tower following the address. He said Johnson "should be here, because maybe he should learn something". A 65-year-old woman, Pam Capraro, asked why the President has come to Chicago when he represents everything that Chicago does not stand for.

As if to emphasize his view of America's cities as war zones, Trump went on to tout his administration's success in putting military equipment into the hands of USA police officers and claimed "Afghanistan is a safe place" compared to Chicago.

Trump has frequently criticized Chicago for its crime problems and status as a sanctuary city, one of scores of cities around the country that refuse to work with federal authorities to round up people who are living in the United States illegally. Wallace further added that they wanted to show their disappointment in the President as he berated a city he did not live in. As a candidate, he attempted to hold a rally there in 2016, but it was cancelled due to large protests.

Johnson opted not to attend the event with Trump, saying, "The values of the people of Chicago are more important than anything he would have to say".

Homicides in Chicago in 2018 numbered 561, down from 653 in 2017.

Days into his presidency, Mr. Trump warned that if Chicago didn't stem the violence, he would "send in the feds".

The bad blood runs deep between Mr. Trump and politicians in the Windy City, which Democratic rival Hillary Clinton took by more than 70 percentage points in 2016. Johnson self-righteously asserted, "As police officers, our job is to be the voice for the voiceless and ambassadors to the communities that we serve".

The difference with Trump, Davis said, is that the president does not ever question law enforcement or call on police to improve.

The impeachment against President Trump is based on the testimony of an intelligence agent who accused the president of pressuring Ukrainian President Volodymyr Zelenskiy to investigate Democrat Joe Biden and his son [under suspicion of corruption] during a July 25 phone call.

Trump briefly raised the case of "Empire" actor Jussie Smollet, who claimed to have been the victim of an attack on the streets of Chicago from purported Trump supporters. Police later alleged it was a hoax.

Trump last visited Chicago in 2016 as a presidential candidate for what supposed to be a campaign rally on the campus of the University of IL at Chicago. He said MAGA-it's a hate crime.

"That's a scam, a real big scam just like the impeachment of your president is a scam", he told the crowd.

"Smollett is still trying to get away from it", Trump said.

It will also provide recommendations on how to recruit, train, hire, and "provide for health, safety, and the well-being of law enforcement officers". According to the White House, the commission will examine "key policing issues like substance abuse, homelessness, and mental illness", and would look at "best practices for recruiting, training, and supporting law enforcement officers".
