The U.S. trade deficit with South Korea has almost doubled since a bilateral trade agreement took effect in 2012, and Trump took aim at the trade deal while campaigning for president.
Moon supports both sanctions and dialogue leading to a suspension or freeze of North Korea's nuclear development.
McMaster said Moon's visit would include discussions on a new approach to North Korea.
