President Trump on Friday said that he would like a larger coronavirus stimulus package than either Republicans or Democrats are asking for just days after tweeting that he was going to shut down negotiations over any such proposal - comments that at the time sent stocks tumbling sharply.

On Friday, she planned to roll out the legislation that would launch the commission for review.

Trump was hospitalised last Friday after he announced he had contracted the coronavirus.

In response, Trump tweeted, "Crazy Nancy is the one who should be under observation". The Senate is on recess until October 19 and the House until mid-November, but lawmakers have been told they can be called back with 24 hours notice to vote on any stimulus deal.

Trump insists he feels "great" now but he is still confined to the White House. But his doctors have given mixed signals about his diagnosis and treatment. He plans to resume campaigning soon.

The pandemic, which has claimed 212,000 American lives, has made it nearly impossible for Trump to shift the campaign narrative back onto what he sees as more favorable territory: the economy, which was doing strongly before coronavirus hit early this year.

The 25th Amendment was ratified after JFK was assassinated, and it provides procedures for the transfer of power in case the president is vacant, incapacitated, or otherwise unable to fulfill his duties. "Who has the powers of the presidency at that point?" he asked.

Kudlow spoke a short time after Senate Majority Leader Mitch McConnell said there's probably not enough time before the election to bridge the "vast" differences on a new virus relief package.

He is, of course, still very much capable of spreading COVID-19 to others given that his symptoms and positive test result are less than a week old.

Pelosi said differences remain over policy as well as money. "This is deadly serious". His last visit was on August 6.

The sharp words from all sides after Trump lashed out at Congress come during the final weeks in a campaign year fast turning into a referendum on Trump's handling of the pandemic. "But not to take attention away from the subject we have now", she said.

Normally, the high stakes and splintered politics ahead of an election could provide grounds for a robust package.

There's no way Pelosi can actually be expecting to relieve Trump of his presidential powers via the 25th Amendment but that's no reason not to set up this commission.

1- When a president dies or resigns, the vice president finishes the term.

"The proximity to the election and the differences of opinion over what is needed at this particular juncture are pretty vast", McConnell told a news conference in his home state of Kentucky. Two-thirds of both legislative houses are required to override the president's veto.

First he told the Republican leaders in Congress on Tuesday to quit negotiating on an aid package.

It came after Trump on Thursday said that several separate measures, including $1,200 individual checks, are on the table. They are working. He never stopped.

Farah reiterated the White House's opposition to the $2.2 trillion HEROES Act plan from House Democrats.

But Pelosi said of the president's attitude toward the virus, as he brags about being a "perfect specimen" who is responding well to experimental treatments: "His disassociation from reality would be amusing if it weren't so deadly". "We have to do things in a safe and commonsense way so that we can get people back to work, back to school, back to church, we can do this", White House deputy press secretary Brian Morgenstern said in an interview.
