Vaccinators weren't checking credentials of people earlier this week, allowing non-health care workers to jump the line, the Los Angeles Times reported Wednesday.

The state reported 468 deaths on Sunday, a day after setting a record one-day total of 695, according to the Department of Public Health.

Public Health's compliance teams continue to visit businesses across the County every day and review public health protocols with business owners, identify deficiencies, and issue citations for businesses out of compliance.

California now has a record one-day total of 695 coronavirus deaths.

California's death toll since the start of the pandemic rose to 28,045.

In a brief overview Tuesday, Newsom said his proposal builds on actions the state has taken to support California's businesses throughout the pandemic, including emergency aid, regulatory relief and a commitment to rebuilding the economy with investments that benefit businesses of all sizes.

Gavin Newsom announced the Golden State Stimulus, a new financial recovery assistance that would provide direct payments to California residents. He said the health care giant avoided asking for more waivers by canceling elective and non-urgent surgeries, paying nurses overtime and working with the nurses to move their shifts and locations. "And now we got to the stage where there was enough COVID out in the community that it lit the fire".

Moving to "surge" capacity to manage an increase in Covid-19 ICU patients was complex and would take staff from other parts of hospitals and deny "some very valuable services".

Most California regions including Los Angeles - where ambulances have been turned away from hospitals - are under a state-mandated "stay-at-home order".

According to the county's Department of Public Health, the test positivity rate increased to 21.8 percent on Wednesday amid the steepest rise in COVID-19 cases.

But the effect of holiday gatherings over Christmas will soon begin to show up in hospitals.

With Saturday's numbers, the county crossed two major milestones - more than 900,000 people have been diagnosed with the disease, and more than 12,000 have died.

Banners advising people to wear masks against the coronavirus hang along Hollywood Boulevard in Los Angeles.

"It's really up to us as a community of whether or not we want to get it back under control".

The state is "clarifying the guidance that is already out that gives those vaccination sites flexibility to make sure they aren't wasting any vaccine and then also continuing to add more description to how we make sure we have people lined up in the case that there's some extra doses", Ghaly said.

Some of the volunteers "don't have the training at the highest levels to be helpful right now", California Hospital Association spokesman David Simon said.

"We know that safe staffing saves lives", said Mawata Kamara, another Bay Area ER RN.

A surge of cases following Halloween and Thanksgiving produced record hospitalizations in California, and now the most seriously ill of those patients are dying in unprecedented numbers.

How bad will the next few weeks get?

But people disregarded health orders to attend parties or travel in Los Angeles County, where health care workers are bracing for a new spike in hospitalizations over the next two weeks.

The relentless surge of Covid-19 patients has strained resources and health care workers at Los Angeles hospitals to the point that officials are preparing to ration care with triage officers, who will decide which patients receive what treatment.
